It offers a lot of potential for heroism.
Cyberpunk worlds are often dark dystopias run by evil megacorps ruling over the peasants with an iron fist. But it's possible for someone to be a badass hacker or street cop or whatever and still be able to fight for justice with their badass guns and cybernetics.
It's very much a "Specks of light in the darkness" type setting.

Punk because the cristallisation of the Punk movement ideology is "No future"
The genre depict a world without future.
As human are at the pic of their biological evolution and technology. the only way to go further is to create something new. a new human with chosen evolution or a new being with greater aptitude then human.
The history of mankind will prevail but without humans.
Counter to Fantasy or Alternative history or even too far away in the future setting. Cyberpunk is a strong setting because it actual. Augmented people. genetic modifications. IA and Quantum computing more then just imaginary settings.
Cyberpunk is not an "What if " theme But more "When" it gonna happen.

It's futuristic enough to feel like a departure from present day, but not so futuristic that you don't feel too alienated from it. At least that's my take on it.
