Duke Nukem Forever was actually run by a garbage development team. You should've read the report years ago, when they found out the development team were wasting away their millions of funding ordering pizza everyday and taking their sweet ass time with designing it. They then had to get a new one to polish up the mess the best they could and release it's monstrosity.

Given how valve likes trying to innovate with their flagship, I would not be surprised at all if they were biding their time until VR became half-ass common.

Yeah, that's what I'm personally leaning to. Either they're looking to push VR hard or their waiting for a substantial jump in power to start pushing new games. Either that or they're at work with Steam trying to get it to the point of perfection before they start devoting time to game development.
