Part of that is a new business strategy (they've been handing out their IPs to a lot of video game companies, for instance, including cheap mobile stuff like Regicide), and part of it is an attempt to shake the hell out of their established franchises. That's why we had Warhammer turn into Age of Sigmar, and it looks like 40k will do the same.
It seems to be working, the last financial reports I read said they were doing much better now.
