The REAL question is how did the Institute get FEV, because they were the ones experimenting it and dumping the rejects on the surface. Timeline says they got samples in 2178. Obviously not the same strain that was used in vault 87, if you're going to accept Bethesda deciding that Vault-Tec and West Tek worked together or whatever.

At the point in the game that the Guardians became relevant you already battled hordes of mutants, deathbots, joined a blood cult, discovered a delusional military officer from pre-war kept alive and subdued by the computer mastermind and all kinds of other half-baked zany shit and you know what the whole thing was cheesy all the way through. The shoehorned 40k space marines didn't stick out any more than the Red Ryder coming to shoot the shit out of your rangers for murdering kids in a playground.

Going from the serious business of saving your bunker's water supply, rescuing a nearby village mayor's daughter from raiders, gathering poison for an antivenom, to suddenly huge bulking army dudes in power armor telling you to run around like an idiot, a town of literal fucking zombies and ORKS.
