Really depends on what you want out of it.

Combat (from melee to spells to archery) can certainly be improved miles ahead of what the base game offers. But it's not gonna offer a better battle experience than games actually dedicated to good combat. And it never will until a certain framework is finished which will open up the way for more moves than the base attack+power attack system and clunky movement.

Itemization / loot and rewards can be made way more interesting than vanilla.

For quests there's very few (good) mods available which improves upon and adds to what's already in the game. There are however quite a lot of original quests and dungeons out there which are worth experiencing and out-do Bethesda's own work.

Audio and visuals can naturally be made to go to extreme levels compared to what Bethesda offered up at release.

There's a huge ocean of very well made custom followers and also a lot of improvements to existing ones out there, and you can have a whole adventuring party if you'd like. Or an army really, as long as your rig can handle it.

If you want immersion, a simulator, etc, there's like thousands of little to major changes and additions out there to make it as realistic as you want.

If you put all that together you can get a pretty enjoyable experience out of it.

The gameplay can be fixed somewhat but I guess that falls under not as bad. The others have to be "fixed" by playing user created content instead.

How would you go about that? They had to go with the voice acting meme so when dialogue is unvoiced it's awkward and breaks consistency

The game won't be fixed until somebody figures out how to make combat not suck. I'd love to see somebody find a way to import Dragon's Dogma combat into the game somehow, but that's too much work for the typical modder and I'm not sure if engine limitations would allow it.

As much as that would be awesome, I'm pretty sure that could never happen, but Skyrim's modding community has surprised me on quite a few occasions. Someone capable has to want to try to do it though.

combat can't be fixed because good combat requires precise and responsive mechanics.

Any addition to the game's combat requires papyrus.

Papyrus is slow as fuck.

Sure love those "timed block" mods with three second long windows and dodge mods that execute a full second after you press the button

What's enjoyable is ultimately subjective but did you actually try the combination of mods that adds tons of things like timed dodging, attack commitment (no turning mid swing), removal of enemy hit tracking, better enemy AI, hit stop, recoil, combat injuries, etc?

Apart from better enemy AI, none of those are fun. Realism can be good, but there's a point when it goes too far and isn't gamey enough.

Fun is subjective.

Skyrim can be pretty fun to just walk around in when it looks like this.

It's still worthwhile as a porn game, if only because there are no eroge that let you create your character and fuck monsters/animals/shota. The sex animations are pretty bad though.

But there are plenty, even some that change the combat into something like souls, have you not seen the webm?

My skyrim has locational damage, requires you to time your block and dodges, realistic damage, hotkeys, magic that makes dragon's dogma look bad, reworked skill tree, reworked scaling, hundreds of lore friendly enemies and monsters and what not.

Several of the most popular modders have already since given up on Skyrim (either because of other interests or getting BTFO for supporting paid mods), so even though they occasionally have people update their mods they've already expressed not carrying their work over to the Special Edition. Not to mention the guy who does Mod Organizer was hired by Nexus to improve THEIR shitty modding tool, so in order to properly mod Skyrim SE you need MO 2 which is still a complete mess.

You're better off just playing old Skyrim with mods that work. It's a shame because the 64-bit engine of the Special Edition means it's objectively a better game to be trying to improve, but the hype for the game overall is continuing to drop.

Thanks for the input. Sucks that paid mods and other shenanigans get in the way. It's only $8 so I'll give it a whirl.
