Just make the main character a child/woman and have her be in the middle of nowhere, in a forest with some crazy guy. She keeps running away and desperately attempts to find something she could use against him, including signals for a phone call and everything.

Not really scared. its just a person. You can kill a person. Super natural stuff is scary because you can't fight it by conventional means so it leaves you with a feeling of helplessness.
Getting chased by semis and arsonists doesn't sound like a horror game. Sounds more like an action game. Also I have a blade on me should the gun fail and I'm pretty sure the guys in question will die if I stab them

It's actually a separate game from the SNES one it's just the SNES one never had a US release so they called the PSX one clock tower instead of clock tower 2.
