Gravity Rush 2 is not a normie game and doesn't have the mass market appeal that Horizon does, at least not in the west.

Gravity rush also requires some effort from the player to git gud at it's mechanics, and reviewers are shit at videogames

that being said, I enjoyed the shit out of GR2, looking forward to Raven DLC but I also will play Horizon and most likely enjoy it
