It's said because it's THEORETICALLY possible to be a Jack of All Trades, Master of All. It isn't inconceivable, so some clarification helps.
Also, "Master of None" has a more negative connotation than just saying "Jack of All Trades", allowing you to get your opinion on the matter across.
