you always choose the one with the higher minimum, it decreases the chance of RNG fucking you over resulting in your death

100 swings is nothing for a raid boss, so it will average out in the end. In the odd case that it doesn't, just wipe and start again.

10-30. I like consistancy. Even without preferences 10-30 is the obvious choice to anyone who understands how non-random a random number generator is. If the RNG gets stuck in a rut you could be seeing lots of
10-30 deals an average of 20 damage.
1-40 deals an average of 20.5 damage.

I'm actually running into exactly this scenario in Diablo 3. My class has literally exactly one job: killing the boss. Depending on the spec, I can either deal ~57 T consistently, or I can deal anywhere from 55 T to 60 T with a huge variance (up to 20 seconds for a 15 minute rift).
Do I pick the 55-60 T spec and hope for god RNG, or do I pick the consistent 57 T spec in order to minimize my risk of failure?
I don't like RNG so the 10-30 one

The only proc-based ability in the game is DLC
If you don't own the DLC then whenever that ability would have proc'd, the game will pop up a message telling you to buy the DLC for that ability

Weebsword is a trap as it scales poorly with strongpoints and you won't get more than 1 turn per round until late in the game. Trusty sword is alright for a starter because of the shield but has a really boring moveset. The base hookswords can do 96 damage in a minute, or 192 if an attack uses both swords at once, with some variance depending on your armour and the enemy's defences. It has nice utility, but is outclassed by the final two weapons.
The spear scales well with might and the reach will serve you better than the hook's utility or the sword's shield, but the fact is its weak to axes which means any axe-mob is now a serious threat and in PVP you're basically fucked. Now the axe can do 2100 damage per minute, at base; this is almost triple what a min-maxed hookswords can do. On top of that it totally negates the spear's reach, and the out of combat uses means you won't have to spend so much time stocking on woodaxes or flint. It's also a badass fucking axe and basically you're a cunt for not using it.
