Yes. The Boss expressed an ideological desire to create a borderless, nationless world in which all people lived in harmony.

The problem is she expressed this desire not as part of a coherent program to achieve the end (a'la George Washington) as an inevitability (a'la Marx) but rather as something she thought would be pretty cool.
