No. I think it's a sincere game that uses themes of weariness and depression for a purpose. Say what you will about it, but the game effectively conveys Snake's struggle if nothing else. I've never understood why people whine about Snake being old, though, Hayter's unfortunate performance aside.
MGS4 is a mess of story and game design both, but I think people interpreting Kojima's failure as willful assault on the fanbase are very wrong. There's a lot of sincerity in the game. It's just misguided.

MGS4 makes TPS shooter gameplay viable, which is actually not bad for replayability. You can still play it via stealth if you want to, which I usually do, but there's also something fun about using the excellent weapons it has.

The story was a mess (welcome to MGS), but I liked old snake. The whole "one last romp" theme was fun. Snake has more flaws now, which makes him more entertaining to play as. Before he was a lost soul, kind of a dick and smoked a lot? Essentially he was a parody of the male power fantasy. Now we get to watch what little he had crumble before him while he struggles to find some place in a increasingly fucked up universe (you could almost place this game as a 1984 side story).
Plus the gameplay was tight for what it was. Doing the worm is the best stealth mechanic 2012.
Also the gameplay, what little we got, was some of the best. Haven't played 5 yet so no comment there. The only thing it lacks are some of the survival details from 3.

Enemies are pretty much pushovers in the wake of your arsenal. Things like CQC, more open levels, all the weapons, and camo make it such that sneaking isn't demanding or interesting at all and that getting caught isn't much of a problem either.
Some of these things could be solved with denser enemy placement, but MGS3 rarely bothers and MGS4 stops caring at all after Act 2. The only exception is the brief beginning of Act 5.

Play on harder difficulty. I know that's a "weak" argument against what might be inadequate game design, but sharpened enemy senses and aggressiveness on the higher difficulty levels make it much harder. I agree, the AI on normal is laughable, but at least they developed behavioral changes for the AI to scale with difficulty.
