If you even have to ask that you know nothing about marketing, selling a console at 600 would be suicide, the accessories are always priced separately unless they are low cost.
Early PS3's had something like this, not for gaming sadly.

well the way the drawing is made gives the sensation that the tablet will launch at the same time of the console (399+199) it will be more understandable if is sold separately later in the lifetime of the device
Release main console in march and tablet on Christmas.
Devs would hate it, people would cry about tablet support, games would require tablet for power or gimmick or just out of greed and nobody would buy it because it's a needlessly complicated system.
Devs would need to optimize for two cases, console alone, and console with tablet. Given the vast vast difference between the Switch and PS4 it's just not gonna be worth it for maybe 5% better graphics for an edge case at the cost of an assload of programming work.
