Honestly thought that was Pepe before I clicked the image.

Where can I get this? My hands are the sweating type and it is really uncomfortable to play for longer periods of time. Especially during the summer.

No; the idea is terrible. No matter how well the controller portion is designed (and this one is fucking awful), it will always have drawbacks either as a mouse or as a controller. The benefit of saving a whopping 10cm^2 space (where you'd store a regular controller while not in use) and (possibly) a few bucks is not worth it.
