It used to be that you could only use the default weapons/tools/locations if you were offline and couldn't use any of your unlocks, but they changed it so you can use all of your unlocks offline but you have to be online to actually unlock them. It's fucking stupid but they're slowly shuffling in the right direction.

If all you care about is getting unlocks asap then you could just use a save file that is already 100%. I meant if you wanted to unlock stuff yourself and try out the challenges which need an online connection you should play now.
