Purely speculation but I imagine instead of making a low poly open world version of models and higher poly shot-reverse-shot dialog models they did the EA thing of cutting corners as hard as possible and tried for an uncanny looking middle-ground that they use for both.
It seems as if they didn't have any kind of facial mocap and instead just gave everything really really bad canned animations.
Like they used mocap once on a stoke victim and just copied what they had onto every character.
Lastly I think they gave the job of character design to a kindergartner.

Andromeda was made by the Montreal team, which up to this point had never actually made anything and had only worked as support on shit the other teams knew they could get away with outsourcing. Andromeda was Bioware, as a whole, attempting to buy time with a cheap cash-grab because they knew EA wasn't going to take them wasting time/money on creating a new IP that might fail lightly.

The eyelids cast shadows onto the eyes so the top part of the eye should be in shade It's almost as if the eyes aren't receiving shadows at all.
