With the current state of the game industry this makes me wonder: how come this game could have a fully diverse cast of characters that come from many ethnicities with realistic ideologies, character strengths and weaknesses, without coming off as being pointlessly pandering? And all this at a time when the SJW pandering was utterly inexistant?

Because back then Sid Meier was actually making the games with his name on it. He worked on the game and made sure top quality musicians, artists and writers worked on it.

Because it was incredibly well-written, everything made sense, and the stakes felt high because of both those things.
It was helped as well by the fact that people back in the day tended to actually play the games they were talking about; ethnicity and nationality in SMAC rapidly become irrelevant as post-humanity takes over, and (this is very important) EVERYONE becomes post-human. The struggle becomes the same and the last thing left to fight about is ideas.
Because in the endgame what you're trying to do is preserve a mindset in order to stave off extinction, not biological extinction, but conceptual extinction. Because THAT, above all else, is what matters to EVERYONE.
