They are two different franchises.

Theres going to be outliers to every rule. In general the 2nd is the most polished game and any further installments can never live up to it.

The third game is either the best or the worst because the devs spent their time fixing the first game for the second game and want to try something different for the third game. There are of course exception like Jak 2, where the devs tried something different in the second game instead of fixing the first one.
