The Crew
Game is typical Ubisoft junk for the most part but driving coast to coast is maximum comfy.
Forza Horizon 2 is also a good contender. 1 is more of a competitive atmosphere, and I couldn't get into 3 at all.
I'm a huge Forza fan, but The Crew has the most comfy world.

I was really impressed by Forza Horizon 3. I'd be surprised if there was a open word racing game that feels better.
I only use it for games that don't have a cockpit view option, like NSF 2015/16.

Without VR or a multi display setup 1 st person is a waste of time.
GTA V with some mods is very good. Otherwise, Forza Horizon 3 or older NFS games.

Seems like you're saying that first person is best only because one dev implemented a really shitty third person view, which is an odd way of looking at things.

For Open world, your choices are kind of limited. IIRC there was an open world map for Assetto Corsa, Other than that, there's a ton of hillclimb maps that might satisfy the itch, but they're only one route.
If you're not afraid of older games and the problems they bring, Midtown Madness holds up today, and Midnight Club 1+2 are a continuation of the series. Controllers are nice with MM, but wheels feel much better. You can use either
Of course there's the GTA games, but 4 isn't very good. It's kneecapped by GWFL, and even with GWFL bypassed it still is terribly optimized and it's driving model is the worst in the series. Tires feel like dried up pieces of shit, adn your suspension will hit the bumpstops at 15mph. Plus the city design is awful with tons of chokepoints, and bad traffic algorithms, especially on the bridges and skyways. 5 is alright, but it's a bit dull. I tried 5 with a wheel, and it's nothing you want to be attempting. It's just really vauge and terrible. Use a controller.
Forza Horizon 3 is open world, and the driving is pretty good, but it's sprinkled with problems. Terrible optimization, Way too spendy with the DLC, too many luxo-SUVs, unicorn cars galore, awful AI, broken PP system, it really tarnishes the experience. You can use a controller with it, but it's shit. Use a damn wheel.
Euro trucker sim 2 is a pretty good open world driving game, but it's not really balanced towards speed freaks like myself. Also the roads are a bit samey, and london is like, 4 city blocks. But if you enjoy driving, it's a must have game. Needs a steering wheel though.
So there is no great open world sim, but there are a few with their own problems.
BeamNG.drive is the most fun car game in an open world. Only problem is its barebones as fuck and forever trapped in early access.

All open world and tuner focused NFS games are awful. Only the supercar focused NFS games were ever serviceable. 3 being the best, Shift being the worst.

3rd this. Ubisoft gave away the Crew last year on uplay and I really enjoyed playing through it. Driving through areas I had been to and seeing the usual landmarks and shit was tons of fun.

For ETS you really need the Scandinavia and France DLCs, cities are still only a few blocks large and motorway driving will never not be samey but both expansion areas build on the best parts of the game, going round B-roads and mountain passes at unsafe speeds with 20 tons behind you.
