Hammerfell isn't just desert. The landscape to the South is Colovia. We'll see Roman architecture and possibly ruins. The landscape in the center is a massive Oasis Jungle. The landscape to the East is Orsinium and highland mountains, probably Orc Mongolian Culture. The North borders the Reach as well as Daggerfall.
1. Pirates will be a huge theme. Alot more use for crime in the game. 2. Due to the love of the dead in Redguard culture, Mannimarco might make another actual return. 3. Alot of Arabia themes, as well. 4. The introduction of firearms would be interesting. 5. Survival mods would be amazing.

Skyrim is completely resolved. Dragons are diminished to not be the #1 issue and can easily be written into spreading out and becoming generic dungeon bosses. Blades will still be as they were at the start of Skyrim, if somewhat repaired. But primarily they'll be super secret, and thus can be written quite freely.
Doesn't really matter what happened with the civil war either. Whatever conclusion was reached, the Empire was a bit weaker.
Don't know what the fuck you were talking about with the Dark Brotherhood. The monarch visiting one of the regional capitals and the acting high command of a theatre of civil war is commonplace.

As I was saying to some autist just before, I think they're free to go a lot of places, so long as they retcon it substantially, mostly in terms of population.
Given the Elsweyr example: If you have a game where there are as many cats as there were Nords in Skyrim, you'll fucking want to gouge your eyes out and rip off your ears.
But if they break down the region into a couple of predominantly cat cities, and have like a major imperial and aldmeri settlement each, along with some argonian and orcish adventurers and shit then the region becomes a lot more bearable in terms of population.
I feel High Rock is the best option as you have three races close by, two solidly established as the "outsiders" (Altmer and Orcs), along with a generic but malleable main population.
The main issue with High Rock is that the only plot I can conceive of mirrors Skyrim too much. Which might be what Zenimax want, I'm not sure.

Somewhat, yeah. Depends on the events, how a specific guild would interact with them, and how the plot of each is handled. Mages, Darkbrotherhood and Thieves Guild of Oblivion are all good examples where it's all about solving significant internal problems that have their own good sense of scale. You kinda have to roleplay that like the Imperial Legion and shit are doing their job extra well while the player isn't doing the main quest though.
Things like the civil war in Skyrim being a side feature is probably the poorest example of what you're talking about though.
It's a pretty out there idea but you can somewhat imagining it becoming reality based primarily on how goddamn popular skyrim managed to be.

Pure trash. It's such a blanket "yeah those regions are cool n'shit" statement. There isn't any thought put into what the games would have to be like in that setting. Your only three viable options are: Work as aldmeri secret police, which is a very hard sell considering the allowances that need to be made for character customization meshing with how stupidly cartoonish the aldmeri are as villains. Help the Legion invade, which would be shit because it'd have to be the main quest or otherwise be even shittier than the civil war in skyrim, and that's a terrible narrative. Or finally, join generic rebel organization, which is also a really boring and shit plot, along with meshing poorly with how Bethesda structures their sandbox typically.
You would also have to think of a way to make each province pertinent, which would turn everything into a stretched, forced slog across weirdly varied environments.
Finally, you expect three whole provinces inhabited by three distinct races to be done well following the game that featured three decent small towns and the same nordic village copy pasted a few times?

The only time I've trusted todd in the last decade is what he said following Fallout 4's release, regarding how a lot of their decisions were experimental.
