Rockstar isn't a company retarded enough to completely whiff their sales because of exclusivity.
They first release it on consoles, whom will beta test it for a year or so, after that they release a PC version that is flawed to perfection.
First they milk the console sales dry and then move onto the more able platform.

GTAV proved that the sales on PC will basically quadruple their sales in comparison to the units sold in the consoles.

They said in the beginning it'd be on PC though. It'll just be later like GTA.
