I'm honestly not sure. In terms of overall hardware pushing, it's probably not a great impact either way. But the impact pro upgrades have on the console market will be interesting. Could end up actually making gens longer.

Xbox has no regional lock. I can buy games from all markets. I got battlefield 1 ultimate edition for 45 euro's while it cost 130 at the time.
Even with family sharing Xbox would still be much cheaper than steam

That's an either or, because Scorpio also can't into 4k 60fps. As shown by destiny 2. And existing games that don't get optimized for it won't run much better than on xbone either.
The scorpio has exactly the same issues as the ps4 pro, it's just later to the party, so it can come with stronger hardware. But a bit stronger hardware owed to a later release time is no fundamental difference. What does it actually do differently?
