The whole point is that society is at fault and thus the going to the police who serve to regulate society would be ineffective. More to the point each of the palace owners are in positions of authority and are able to coerce others into making them appear innocent at a glance whether through social pressure or actual threats

The literal first thing they do in the first two places is try getting the victims to speak up towards the police. Both times it fails.

After all, they cant exactly go "I can enter this magical world and learn things I don't know". The ONLY thing they have to go on is the victims admitting what happened, which they refused to do both times.

And in the third case, the guy is literally a criminal that the police are trying to build a case against.

From what Morgana said after Joker beat Yaldy there's no real difference between real world and metaverse. It's all about cognition. If demons suddenly pop out in real world they would go "if they can be here then we can summon our personas" and it would work.
