Your problem is not framerates, rather it's shit frame pacing because devs just can't optimize games properly, save for Kojima Productions and a few others. Do this if you're on pc;
>download rtss
>create a profile for your game
>set low detection or whatever is the name of it
>lock your framerates to 60

There, somehow rtss manages to correct the frame pacing on most games, making it run smoothly. If it doesn't seem to work, mess up with vsync, like turning it on in game and off in your gpu software and vice versa.

While I prefer 60 or above, I can deal with 30 FPS as long as it is consistent. When there are regular massive frame drops or frame pacing issues like a lot of recent games have had, then we have a issue.
