Yeah, but they say because he never takes anything seriously he'll never reach his full potential. But even then he's still able to school his brothers despite being laid back and a jokester the entire time.

He's usually the one with the most potential but is too lazy / unfocused / slacker to reach it

"Most potential" or "most raw talent" doesn't necessarily make him the best, though. If he's not as serious or dedicated as the others then this "raw talent" might just be the reason he keeps up with them despite not being as serious I don't know Turtles I just assume things based on what I see here and there

Mikey is the best turtle, but he doesn't want to commit to things/give his all so he prefer to stay laid back and chill. Even when he's not giving it his all he's only bested by Leo. But when he's focused he's better than all of them.
