After the Wrathgate they were allowed to use a lesser version of the Blight, which they continue to employ because they were in a state of war with the Alliance.

In Legion you see that there is literally an entire new kingdom of Undead in Stromgarde unaffiliated with the Forsaken. Not to mention there's Undead all over elsewhere, like in the Argent Crusade or on their own.
