Imagine a game where you have the same setup as arkham but can godmode through walls and fuck around with common criminals. That's the first bit of the game. And then the game gives you increasingly bigger threats that actually hits Superman's healthbar.
It's cause they have good stories. At least, The Wolf Among Us and The Walking Dead season 1 do. Tales from the Borderlands was alright. Haven't played the others

Dead Rising 1 and 2 are pretty much like that when you get to max level. I haven't played the others to see if its the same but they don't look as fun as the DR1 and 2

Also, Bully is like this. As long as you're semi-lucid you can easily beat anyone right at the beginning of the game without upgrades. Still fun as heck
It's possible, it would just need to be a score based game or something similar. Then the gameplay isn't about winning, but winning as efficiently/stylishly as possible which is where the challenge will come from. It's impossible to make a fun game with no challenge though, unless you count glorified movies or books as games.

I think a Stanley Parable like meta game with a One Punch Man type protagonist that commentates on the situation in a way that hasn't been done before might be good, but I cant really think of a glue that would bring this all together myself.

One of the Superman game had a town life meter. I guess that could honestly work for Superman. His whole thing is lifting the spirits of others so have them slowly lose support from the people as his psudo "life meter"
