Depends on the console. The best way to do things is to look up what the optimal output of your console is, scaet, component, s video, etc. If it is an analog signal, get a decent digital converter that outputs via component or HDMI. Look at reviews though specific for video games when looking at digital converters/upscalers to see if anyone has input lag issues though.

HDMI output only supports 480p, 720p, 1080i & 1080p. It cannot output a 480i signal with HDMI. All games gen 5 and below are only 480i. So if you are upscaling using an HDMI cable as oppose to using a component cable the system of your choice will not de-interlace the game & you'll get reduced picture quality for your retro vidya.

If this was on an emulator you also probably had the internal resolution increased, which made the game look better than originally possible due to hardware constraints
