I kind of hated Skyrim, but the way Bethesda did the civil war questline is actually kind of bold, in a way.

at least with a free Skyrim, it means there will be ground as a rallying point for any forces who want to oppose the Dominion; without a free Skyrim, it means having an army to oppose them will be an impossibility, as they couldn't freely move large forces around, it would be all underground and severely limited in scope

Did you read about the conflict? The Emperor defeated a numerically superior force when the Thalmor thought victory was all but assured but didn't think they had the forces to actually definitively defeat them, so they negotiated the concord to buy for time, basically. It's not like an army that hates the empire will be any more difficult to overwhelm than the empire's skyrim detachment if and when it came to war.

also they somehow forgot to mention any of this to their allies in Skyrim, so when Skyrim heard about it they got fucking pissed and decided to secede from the empire (and Skyrim was probably where they were looking to get more forces), which then resulted to Imperials and Nords thinning out their own ranks, just because no one in the Empire left a memo about why they were bowing their heads to a smaller supremacist force

The Thalmor were utterly stomping the Empire, their infrastructure was decimated, their troops were thin- they managed to surprise the thalmor because they were dumb smug elves that had thought they already won. They fucked up their forces in Cyrodil, weren't in a position to invade and counter attack.
