They've been remaking the same games for 30 years so they have nothing else to work on.

Because they are the whole game. They are the focus of your attention as your character and as the enemy you're fighting. It's not like you're giving two shits about the level design or little enemy mobs, or weapons you use because the characters are virtually everything you look at 905 of the time so they need to be pleasingly designed, both male and female, while also being easy to identify.

The only well designed FG cast is Melty Blood and that's technically from a visual novel.
But they make new characters all the time

Judgment is perhaps the biggest clusterfuck in the genre.

They are meant to be varied, a lot of them share cliches, archetypes and stereotypes, but most of the time the characters are easily recognizable.

They are the be all end all for any fighter. Without the benefit of exposition, players will have to learn everything they need from the outset. Shame Capcom lost that edge.
