"Everyone" are 30+ characters if we count just casts of two main games, 50+ with NDRV3, and fucking 70 or so if we count in characters from anime. This is way too much characters for niche game in niche genre dominated by Capcom and others. I say 20 people tops, consisting of survivors of both games, non-surviving fan-favorites and Monokuma.

DR1: Mondo - good brawler, can roll with some bike related specials Kyoko - will probably use loads of gadgets and kicks Aoi - fast glass cannon Toko/Shyou - ironically same, maybe with some split personality gimmick like switching or wasting special gauge on transformation Sakura - slow, but hits like a truck. Also may NOT be in game just to fuck with everyone who expect actual fighter in fighting game Junko - obvious one
SDR2: Gundam - like Kyoko, relies on hamster gadgets Akane - balanced no-nonsense fighter, beloved by tourney-fags Peko - agile, uses training sword and regular ninja tricks Mikan - local joke character with oversized syringes Hopeman - not sure how he can be realised in game, but he's too good to sit this one out Izuru - visually OP character, maybe one of the bosses. Perhaps Hajime in his after-game mode, while despairing Izuru will be boss. Don't ask how, it will be fan-service game anyway
NDRV3: I didn't play it yet
General: Monokuma - no way mascot doesn't appear in fighting game. Probably 100% bullshit character whom you either love and own everyone like god or hate his guts and barely land any hits.

I would take a Danganronpa fighting game made by Arcsys over Dragonball. However it doesn't really make sense. Danganronpa has a wide variety of tropes and wacky characters, but I can't see them translating well into a fighting game.

As long as you don't try to make a fighter out of absolutely fucking everyone, it should be fine. The ones who are obviously already fighters, like Sakura, Nekomaru, Akane or Mondo. or those with gimmicks that easily translate into fighting abilities that would be interesting, like Hopeman or Ibuki. Because I have a hard time seeing characters like Chihiro or Saionji as playable fighters.
