The two aren't really related though, except for both being driven by improving tech. Most game filesizes these days are due to audio and video files, not the actual game itself, which tend to be somewhere in the tens of GB range. Still several times bigger, but not really as big.

Two reasons:
The game only stores the individual tiles. For example, there's a picture of Mario, a picture of a goomba, a picture of a brick, a question mark block, the shrubs, and so forth. Then all that has to be stored is a base location for each tile on the screen, and, for example, you get tile repetition (e.g., the ground blocks) nearly for free, while the screenshot has to store the repetition "directly" (as in, it has to store the colors for repeated tiles multiple times).
Second, the image is a JPEG, which is based on Fourier analysis, which will generally work better low-frequency images. That is, JPEG is better when you have gradual change (in color and intensity) between adjacent pixels. The image has a lot of high-frequency change, particularly because of the added text. Likewise, notice that you get the standard JPEG artifact around the letters, where you get rippling around sharp changes in color, which is due to a reduction in high-frequency information (aka "low-pass filtering," in this case on the cosine transform of the image). So this image, all around, is not really a good candidate for JPEG compression.

Binary file size (the code) are usually very low. The whole source code wouldn't take more than 10000 lines of code (game is very simple) and there's probably not that many libraries embedded in it.

Pictures (assets) are probably paletted (1 byte per pixels) and are very low res. You could probably fit the entire game in a 128*128 picture. There isn't that many environments to begin with, so very few tilesets are needed.

Maps are just as small as pictures, essentialy they're the same thing.

Sounds had very low bitrates and are usually very short, so again, they're pretty small.

You would be surprised by how small some indies games are. Even when you work non stop for months, adding textures and sounds, not caring about filesize etc, you'll still end up with a 100 mb filesize.

I'm pretty sure bitmaps were stored overlapping too, since compression would have been too much back then and they were still space limited. Since most art only had a very limited color palette of 8 or so colors, you could stack multiple art on top of each other. Since a single byte could represent 256 values and you only needed 8, you could have multiple pictures on top of each other occupying the same bytes. They were actually exceedingly clever back then
