Cortex has been a bumbling retard since Crash 3, just listen to his lines and how he takes a backseat to Uka-uka being the main protagonist.

You can appriciate his level of intelligence to be more down to earth, atleast in the early games. He didn't make weird batshit asspull devices, but commonly used laser and airships.
