They've actually had a small time working on Cyberpunk all the way from 2013. They only stopped it for a couple of months before the release of TW3 to wrap that game up and after the release of TW3 the small team returned back to work on Cyberpunk. However, the directer of Cyberpunk left in 2016 and a new one was hired, so all the progress made before 2016 was scrapped.

In 2015 CDPR said they'll talk about CP2077 in 2017, and now in 2017 they said they'll devote the whole year to an irrelevant card game nobody cares about. The game is very much in development hell, I'd be surprised to ever see it get released. But the most likely option is that it'll get the Valve's Half-Life 3 treatment, years go by without any news of CP2077 and they start pretending like it never even existed.

Mateusz Kanik is still at CDPR and is still working on Cyberpunk 2077, only instead of Game Director, his title is Design Director.

Nothing was scrapped from before 2016, because that would mean they would have to do pre-production all over again. the game is in full production now.
