Nope, the whip merely remains in a nerfed form, requiring you to fight the memory of the lastest belmont to wield it.

I would have liked him to have a Vlad The Impaler inspired fight where he wears actual armour and uses a weapon with magical attacks being a smaller part of his moveset.

Morris's are cousins of the Belmonts, and they can only use it at the cost of their own life.
yes, it uses magic, soul magic, and divine magic through a variety of enchantments put on it, the most important is the soul of Leon Belmont's wife.
you can whip anyone with it, it just won't have its full power (not even 1% of it) without the bloodline connection, or a distant connection.
