The changes to the repair system and reputation for example were really small additions that improved the experience. They might seem like minor changes, but over the course of a play through, they end up having a big impact.

different kind of game. more immediate and fast paced gameplay that are about reading and responding to prompts on screen (once you learn to block the game becomes fairly easy, even on the higher difficulties). rising was more fun in its minute to minute gameplay, but it is a game for brainlets.

All of fallout 3 level scales, so this shouldn't be the case. I think level scaling mapwide is a bad thing (hence why it was cut in NV and reworked in 4) and that NV is a better game than 3, but its unfair to just make shit up about teh game that doesnt happen

NV world boundaries were occupied by mountains or NCR and legion checkpoints, and actually felt justified.
3 and 4 boundaries were invisible was that said "go fuck yourself"
I think sheer amounts of weapons are a retarded argument, and this is coming fro someone who liked NV more than 3. All the uniques in both games are minor reskins with statistical differences, with a few exceptions like compliance regulator and jingweis shocksword. Lots of the weapons in NV are a bit samey but use different ammo and have different stats (ex the 357 and the 44 mag revolvers play the same, with different numbers)

big shell was fine, all the middle bits of 2 were great and necessary as build-up for the final parts of the game. though i recognize not everyone feels that way. 4 should not be moved up at all, and if anything should be moved down. chapters 1+2 were fine, but pretty straightforward. best parts were the opposing factions that you could side with the rebels, though i would've liked to see a lot more possible ways for those events to play out, with a wider array of possible conclusions to those skirmishes, maybe with long term gameplay effects (like in 3 how you could blow up storage sheds to tamper with the enemy, the sorrow fight, and the tracker+ocelot unit/extra cutscene) chapter 3 was a good concept poorly executed. chapter 4 got by on nostalgia, mostly. chapter 5 was fucking nothing.
