Honestly, is this shitty design? Same goes for III and SA. Everyone I knew who played the game, just reloaded their save when they died. But that's also annoying because it means you usually had to save after completing every mission. I mean, if most people have to reload their save to keep their weapons, that's a big indication it's not a great design decision, right? I really don't understand the rationale.

Yeah there's a reason it was removed in later games. I didn't find it that big of a deal in VC since there is an abundance of save points. Its pretty irrelevant later in the game there are plenty of weapon spawns if you know where to look, you will get a ton of free spawns once you start collecting hidden packages, and you will also have a ton of money once you start earning it from properties.
