This is how all tech companies work, they're constantly designing. This next Xbox will probably be the next gen Xbox, while PS are designing the next gen PS5 right now because honestly I dont see how many more revisions they can get out of the PS4 and XB1

Console development necessarily begins years prior to release. Sony began working on the PS4 in 2008.

That's how a lot of tech products work, especially those along an interactive cycle. By the time one is released, the next one has already started development.

Well, in the early planning stages, they were probably deciding on what to use before coming to the decision of closely mirroring PC hardware.

The difficulty, though, is getting the hardware small enough and cheap enough that it will work as a functional consumer device. They need to consider things like heat, power consumption, and ability to mass produce as well.
