It's not. Outside of Japan, everyone that actually knows how to look for one has one. What's left are the kind of people who have no idea how scarce it is and will drive up to a store to see if it's in stock instead of calling ahead and not wait for news.

There's no use to wait in line. You just sign up between a certain time, then go do something else and come back later in the day to see if you won.
The big line started forming later in the day because there were just that many people who wanted to sign up. Person #1 didn't suffer from that yet.
