Western developers have a stick up their ass about realism and general dark, grittiness, while ironically keeping most of the combat very simple, shallow, and easy, see stuff like the Batman Arkham games and how they get copied a lot. Japs are more willing to get more wacky with things and aren't as afraid to make shit hard or leave the player to learn advanced shit for himself.
Millage may vary, of course.

The west jumped ship from PC to console, and started making games based around the complexity(ha) of the controller.
So modern western games are shallow shit that are full of QTEs, regenerating health, low number of skill choices and terrible AI. They don't care about fun anymore.
