Witcher 3 is the best Skyrim since Skyrim.
RPG's as a genre are not exactly in the best shape.
That said, it depends on what particularly you want.
The Witcher 3 is beautiful, huge, well written, very atmospheric. But mechanically it's incredibly simplistic and shallow: there is virtually no actual problem-solving outside of combat, and the combat itself is largely twitch-skill based anyway. So if you liked the first one, or games like Mass Effect 2, or just want to go explore pretty worlds without any complexity to mechanics, it's great, but if you are more of a cRPG kind of guy, it's not going to be a game for you.
Skyrim and Fo4 are crap, don't bother unless you are the sad case of people who actually gobble up Bethesda RPGs.

Pillars of Eternity
Wasteland 2
Shadowrun Reboot series
Tyranny
Planes of Numenera
If you are really starved for the old Infinity-Engine RPG's, you might want to give them a try, but I personally was fairly dissapointed by all of them. They are not AWFUL, they just aren't great either. Each has it's own set of issues, but they all share together the problem that they end up weirdly unmemorable.
The problably most successful attempt at reviving really old-school RPG formula was Underrail. Extremely complex, very classic, very challenging (to a point of being frustrating), buggy and unballanced like all solid RPG's are... It is ugly as sin and really lacking in good world-building or atmosphere though.
Other than that, there is not much to talk about. You might try Dragon Dogma if you haven't: it's awful and amazing at the same time. Otherwise, there weren't that many mid-to-higher-range RPG's been done lately, outside of the obvious and terrifyingly awful Bioware/Bethesda garbage.
There might be more on consoles that I'm not aware of.

For a game convention, yes, it really is. The main story is is weaker than in the previous two games and the last third of it does fall into pieces, but even that is still several leagues above the standards of the genre of the past fifteen years. And when it comes to characters and side content - both the smaller subplots of the main game and the sidequests and optional content, as well as the DLC, it's still easily some of the best writing in the industry.
But good jump attacking the actually most undisputable part of the whole post to prove how desperately edgy you are.

The only good writing in the game is Bloody Baron storyline and HoS. Everything else is Skyrim grade babby's first grimdark fetch quest filled with "GOTCHA" """twists""".

My favorite RPG since 2012 is probably Pillars of Eternity. I enjoyed that one a lot. Can't wait for Deadfire.
