Give us a lot of gadgets, but make them all have limited uses. Gadgets should be hugely situational and require some creativity. Take away Sam's ability to sense people through walls and make him do all of the monitoring himself by placing mics, cameras, etc.
Straight combat should be awkward and alert everyone around you. No more press X for absolutely silent takedown.
