Think about the nature of skeletons. They're magically animated, like golems. Their entire purpose is subservience. A skeleton is not animated unless its summoner has some utilitarian purpose for it. Why would an entire race of skeletons exist, and why would they have agency?
This might work in a more lighthearted game that plays with ridiculous tropes, but I otherwise can't see it happening.
