Orwell is a very interesting game that I would highly recommend trying, but it doesn't have much to do with that totalitarian state feel. It's more just about investigating people's online social lives with Big Brother sorta tech.

It's a visual novel that puts the player in charge of a panopticon surveillance device. You have to lurk through citizens' social media, blogs, bank accounts, medical records, as well as keep on the daily news and stuff in order to track down criminal suspects and terrorists.

I'm not much of a VN person but I can absolutely recommend it.
