In Tactics Ogre daggers are the best weapons because from what I remember they scale with DEX to a pretty absurd degree. They're also light weapons which means your character will take turns faster.

In SMT IV literally nothing scales with Str, so Dex is better

Wrong. Regular attacks and physical skills both scale with Str, it's just that the skills scale with Dex even better for some reason, so there's no point in leveling Str, because it's less effective. But you could do that, just with suboptimal results.

I hate that crap, critical chance shit is awful.

In D&D 3-3.5 Dex does jack shit and Str affects both damage and chance to hit. And even the inherently Dex weapons require you to take a feat to make their chance to hit scale with Dex, but their damage would still scale with Str.
