It was designed to be simple, not powerful. Most developers were able to utilize if completely with little effort which is why many multiplats looked better on the Gamecube than the PS2 despite the PS2 having a higher theoretical performance.

I thought it was generally accepted that the Gamecube was more powerful. In the RE4 port the textures had to be substantially downgraded.
The truth is that the Gamecube was just a well rounded platform that emphasized ease of development over raw power. The PS2 on the other hand was a Saturn-tier clusterfuck with about 6 different processors working in tandem, but could definitely out-perform the Gamecube if carefully optimized.
Resident Evil 4 was always designed for the Gamecube first and the PS2 port was an afterthought, so it's no surprise that it suffered.

The Dreamcast was as powerful as it could reasonably be at the time of its release. Like the other consoles of the gen (besides PS2) it was also nice and simple to use, with features like e.g. extraordinarily simple transparency support (unlike the Saturn which was famously shit at transparency).

DC is nowhere near the PS2 power-wise, the architecture has severe bottlenecks, in fact it's the only console of that generation where the VRAM is a hard limit for the amount of polygons it can push. Decreasing the framerate won't help either, since it's a per-scene limitation.
DC can only compete with the PS2 as long as you're not taking full advantage of its vector unit power or polygon drawing speed. That system can match even the GameCube by sheer bruteforce, Xbox is a different beast, though.

Dreamcast will always seem like such an odd case to me. Back in the sixth generation era me and most of my friends were sonybros although I remember at least one guy owning an Xbox. None of us had a Gamecube but I remember seeing it and its games in many video game shops so it was definitely there even though it flopped commercially. The Dreamcast however was nowhere to be seen, and I literally mean nowhere. I've never seen a Dreamcast being sold anywhere during my entire lifetime and back in the day I never saw any Dreamcast games anywhere even though PS2, Xbox and GC games were sold in all video game stores. Needless to say, nobody had a Dreamcast and it wasn't until years later that I even learned such a console exists. Even after all these years I've only seen like three Dreamcast games in real life and they've all been in some independent retro game shops that specialize in obscure games and rarities. Like, what the hell? To me, the Dreamcast always feels like some sort of Mandela Effect bullshit that comes from another timeline. Where was it sold and when? Was it common anywhere? Was it discontinued and abandoned like a month after its release? Did it have any notable games? Did anyone own the console? There are so many questions that I have but the bottom line is that I just find it absolutely insane that this was a console that was apparently competing with the PS2, Xbox and Gamecube.
I live in Europe if that makes a difference.

Amerifat here. I only knew like two people who had Dreamcasts back then, but it wasn't some kind of mythical secret or anything. All the stores had DCs and DC accessories. Vidya magazines covered Sega stuff alongside Nintendo/Sony/MS, etc. Pretty much all of the major third parties made DC games up until the end, so somebody had to be buying them.
Only the GPU was powerful, every Dev bashed how crappy the GameCube CPU and memory was. It was less obscure like PS2 so it was easier to develop but the raw potential you could squeeze out of it was low compared to competent devs on PS2 or Xbox.
Did the GameCube have tiddy physics? Soul caliber 2 on the Xbox did. Just wondering.
