Get a rx480 if you have and AMD cpu. It's a little bit worse than the 1060, but the quality/price ratio is greater.

1070 is a 1440P card. you are wasting power by useing one at 1080p. RX580 or GTX 1060 is what you want the small performance boost isn't worth the extra $100-$200 you spend.

1060 prices are more reasonable now so I'd go with that or the 1050Ti if you want something cheaper. All of AMD's good GPU's are inflated to hell and back, they just have the RX 460/560 which is more for lower end games.

1070's are like $500 online, they're almost the same fucking price as 1080's. If Vega 56 stays at $400 it will be a decent buy but if miners eat up stock then it's all over.

It affects stuttering. It doesn't matter if you have Gsync or not. Video games are best run at either 60 120 or 240Hz.
