Now that Duke Nukem Forever came out, and Half-Life 3 is confirmed dead, what's the big development hell meme game?
My vote goes to Rockstar's Agent. It's made by a AAA developer, was initially supposed to come out on PS3 in 2010, and to my knowledge hasn't been cancelled yet.

They're still working on it, at least, according to their website. And it's made by three students, not a big studio.
I remember their visit to Sup Forums and how overwhelmed they were.

I remembered the game last week when I was playing Prey and checked up on it, was a little disappointed.
Not a full game, but the phoenix rising mod for Empire at War is lucky to get more than one blog post update per year, but has nevertheless been moving for at least the past five years.

That's actually being worked on though. People think it's in development hell because the announcement trailer was so long ago, but the truth is CDPR only really started working on it sometime last year, around the time B&W came out. Up until then they'd been pretty much 100% devoted to working TW3, but now most of them are working on Cyberpunk. I say most of them because there's still a small team working on Gwent as well.
