Like, just some genetically engineered body necessary to travel around the hostile environment of the combine dyson sphere, even Breen says that being exposed to the atmosphere of the homeworld for even a moment can wreck normal humans, hence him needing the host body.

And it's likely as the other guy said, they're just really adaptable bodies which can live on whatever hostile environment beyond the superportals, since they can live on Earth, when you would think it would be hostile to nether-dimensional aliums.

So I see it more as like a useful thing, not really a high status, just a basic 'you gotta put your brain in here if you wanna go anywhere' thing. Which is why they are the most prominent combine beings on Earth, they're the only way the actual combine can come here.
