To answer your first question, no. BBS was in general a huge downgrade to KH2 but it's generally accepted that this was mostly due to hardware limitations. But after having seen footage from 0.2 and also the KH3 trailer footage, it's safe to say that KH3 will be closer to BBS and DDD than to KH2 in terms of game flow.
I think it will be just fine.

yeah, and at the same time it would've been difficult to fill the shoes KH2 left, since KH2 put a significant amount of time and resources into perfecting its combat related systems
I'd want KH X to have a game because I feel the story and lore is pretty fresh and inspired compared with KH DDD that is like a stagnant pond
