It's a cyberpunk setting, which by default demands a city. Witcher 3 was rolling countrysides and waterways. There's no way in hell it's possible to build something 4 times as large as a mostly empty landmass and fill it to the brim with futuristic city scape.

Do the helicopters take that long to get there? Like what's the speed of a helicopter and the distance to a nearest landmass. You are right on all the cop cars though.

CD Projekt were, however, hiring people with government funding to do research on simulated cities. Given that cyberpunk cities tend to have large quantities of "nameless, grotty streets of towering apartments", its not impossible that they might use tech to help them generate a very large quantity of cityscape (not procedural in-game, just part-procedural in pre-production) which they use as a "base" to build on. It wouldn't even be that hard to build some basic "life" into such a city.
As for destructible buildings, again, it's not that hard to do: just c.f. Company of Heroes or Red Faction: Guerilla.
I fear many of you are over-hyping this game and it won't live up to the grand expectations your imaginations are setting it to. I think it will be a great game, just from the little we know, just not the game you are making it up to be.

Well, son, I do have to say that I like your line of thinking.
You could actually kill all cops in original GTA. If your wanted level remained at max and you defended yourself from cops for a while, there'd be no cops chasing you around until you died or travel to different place on map. I think that developers set certain number of cops to portions of the map, so if you were methodical, you could actually murder every single cop, without worries of roadblocks and other stuff. It might be circumvented when playing or finishing a mission though, but in free roam you could do that.

I'm expecting the open world will be full of Ubisoft tier tasks. Junkies guarding a treasure chest, a cyborg gone crazy who acts as a mini boss etc.
The same sort of stuff we saw in TW3. About a half dozen different tasks copy pasted over the whole map.
Classes will probably act something like ME:A. You can put points into anything but have one profile active at any time that determins your abilities. Having a profile active will probably change some flavour text in dialogue.
Combat will be super simple third person shooter. Probably some sort of shit clunky system like GTA5 has.
